1, CHIEF OF PARTY

Role Summary : Save the Children is seeking a Chief of Party (CoP) for an anticipated five-year USAID-funded Development Food Security Activity (DFSA) in Ethiopia. The program will seek to sustainably improve food and nutrition security and resilience among poor and chronically vulnerable households and communities in the selected regions. The program will coordinate closely with, and represent a contribution to, the Government of Ethiopia’s Productive Safety Nets Programme (PSNP). SCOPE OF ROLE: 

Reports to: – Deputy Country Director – Ethiopia in country; and, Senior Director – Food Security & Livelihoods in SCUS  

KEY AREAS OF ACCOUNTABILITY : 

The proposed program will be an integrated, multi-sectoral food and nutrition security intervention. The CoP is responsible for the overall management and representation of the activity, and is ultimately accountable for the delivery of desired program results, an effective adaptive management approach, relationships with a range of stakeholders, and management of the program team and consortium.

Key Functions: 

  • Lead overall program planning, putting in place team structures, technical and operational approaches, infrastructure, monitoring and evaluation (M&E), and feedback loops required for program delivery and success.
  • Lead partnerships within the program consortium, as well as with external stakeholders as needed, to create the teamwork required for program success.
  • Coordinate the Refine period’s (year 1) formative research studies, ensuring that these remain on track and that findings are synthesized to inform revisions to the program’s design (including its theory of change), scope, targeting methodology and implementation approach.
  • Represent the program to donor officials, host government officials, partner representatives, local stakeholders, and team members. In particular, ensure strong and productive relationships with Government of Ethiopia officials (at central, regional and local levels) and a smoothly functioning program consortium.
  • Review, approve and contribute to major program strategies such as the M&E Plan, the Learning Plan, the collaborating, learning and adapting (CLA) approach, the Gender, Youth and Social Dynamics Strategy, technical or thematic strategies and the Sustainability and Exit Strategy. Provide oversight and quality control to the program’s thematic approaches and implementation, leading course corrections as required.
  • Lead annual planning processes and associated donor resource requests; monitoring implementation progress as compared to these plans.
  • Ensure the quality of all program deliverables, inclusive of activities, outputs, documentation and reporting.
  • Ensure sound program financial management and reporting.
  • Ensure sound program logistical and operational structures and management.
  • Ensure that strong and compliant resource transfer operational management plans, procedures and structures are in place.
  • Ensure compliance with donor, host government and Save the Children policies and procedures.
  • Recruit, develop and manage the program team, ensuring that adequate and appropriate capacity building plans are in place and that Human Resources policies are appropriate for team retention and high performance.
  • Demonstrate a commitment to gender and youth integration in the programmatic and operational aspects of the activity, as well as in team composition and inclusivity.

A Master’s degree in a relevant field (development studies, international relations, agriculture, economics, nutrition, public health, business administration) 

EXPERIENCE AND SKILLS

  • 12 years of relevant progressive experience, out of which 5 years in senior leadership position.
  • Specific technical expertise in food and nutrition security and resilience programming.
  • Experience in leading and implementing international development programs.
  • Demonstrated ability managing a program of a similar size and scope, preferably in East Africa.
  • Demonstrated understanding of PSNP preferred.
  • Extensive experience in people and Budget  Management 
  • Good knowledge in delegation and empowering others 
  • Good skill in emotional intelligence and experience in conflict management 
  • Very good knowledge in Matrix reporting structure
  • Ability and willingness to travel frequently.

KEY AREAS OF ACCOUNTABILITY : 

The proposed program will be an integrated, multi-sectoral food and nutrition security intervention.  The CLA Lead will work closely with the Food Security Technical Coordinator/Deputy Chief of Party (DCoP) ,the Monitoring & Evaluation (M&E) Lead, and the thematic leads to ensure collaboration and linkages with external stakeholders across the program’s intervention areas, as well as to integrate active and intentional adaptive management exercises. The Advisor is responsible for: identifying and promoting linkages between Activity interventions and those conducted through other programs, institutions and stakeholders in the implementation area; maximizing program impact and sustainability; establishing and implementing a program learning agenda; and ensuring strong CLA processes and activities within the program.

Key Functions: 

  • Create a stakeholder map and stakeholder analysis to guide collaboration with other programs, initiatives and institutions to link beneficiaries to sustainable outcomes and enable continual refinement of the program’s theory of change.
  • Create and manage a linkage plan to ensure collaboration between local actors, USAID-funded activity stakeholders, host country government stakeholders, donor agencies, the private sector, and other implementing agencies managing programs and creating policy in the target geographic areas. 
  • Contribute significantly to host country government relationship building, collaboration, and learning.
  • Lead the formulation and implementation of a detailed program learning plan/ learning agenda, and manage associated learning partnerships and processes.
  • Manage a program “change log”, documenting changes to program design (including theory of change) required as a result of formative research findings and operational planning discussions.
  • Manage learning events and processes. Work with M&E team members to ensure adaptations to the program theory of change (ToC) as new information comes to light.
  • Lead the creation and management of a detailed program knowledge management platform, ensuring full integration with other relevant knowledge management platforms.
  • Create guidelines for CLA in the context of the program. Manage CLA ‘pause and reflect’ events and resulting adaptive management analysis, decision-making, program/ approach adjustments, training and follow-through.

3, Monitoring and Evaluation Advisor

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY : 

The proposed program will be an integrated, multi-sectoral food and nutrition security intervention. The M&E Advisor will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments and evaluations. The M&E Advisor will supervise the program’s monitoring and evaluation team, and will coordinate with program learning and management processes to ensure effective feedback loops that contribute to the achievement of desired outcomes. The M&E Advisor will ensure that integration of PSNP metrics within the program’s overall M&E strategy. S/he will work closely with Save the Children’s Country Office (CO) MEAL unit and Field Office MEAL staff to build evidence base, track project progress, facilitate learning and adaptive management, and ensure a strong accountability mechanism.

Key Functions: 

  • Develop and manage the implementation of a sound program M&E Plan.
  • Build, manage, and continuously strengthen the program’s M&E system, ensuring that this system is developed in a consultative fashion and provides timely and accurate data regarding the program’s progress towards food and nutrition security and resilience outcomes.
  • Supervise the development of a program M&E Information System (MIS), with an emphasis on cutting-edge digital M&E platforms.
  • Lead the program’s qualitative and quantitative analysis, survey and sample design. 
  • Coordinate routine monitoring and annual monitoring survey processes, leading the contracting of external support (consultants, firms) as needed. Coordinate with donor processes for program baseline and final evaluations, routine monitoring, and for ad hoc assessments or evaluations as needed.
  • Lead, or contribute to, data quality assurance mechanisms throughout the life of the award.
  • Contribute to the adjustment and management of the program’s Theory of Change (ToC), ensuring coherence between the ToC and M&E systems.
  • Promote evidence-based decision making among the program’s senior management team, ensuring that evidence from the program’s M&E system is used in collaborating, learning and adapting processes.

The proposed program will be an integrated, multi-sectoral food and nutrition security intervention.  The Deputy Chief of Party will establish and manage systems to ensure a coherent and high-impact approach across all program activities and themes. S/he will ensure that activities are appropriately layered, sequenced and integrated at all stages of the intervention. S/he will develop tools and procedures to guide the implementation of food and nutrition security programming, monitoring outputs and outcomes and ensuring course corrections as required. The Deputy Chief of Party will oversee thematic leads and ensure the quality of their – and their teams’ – work. S/he will work closely with the resource transfer operations team to ensure strong complementarity between resource transfers and complementary activities. 

Key Functions: 

  • Establish an integration framework (drawing explicitly on the theory of change) such that all sectoral interventions and thematic areas and approaches align at the household and community levels to maximize food and nutrition security impacts, with a particular emphasis on improvements in nutrition status, reductions in extreme poverty and chronic food insecurity, and complementarity with PSNP. This applies not only to technical sectors such as agricultural livelihoods, non-agricultural livelihoods, nutrition, maternal-child health, disaster risk management, and WASH, but also to cross-cutting considerations and program approaches such as gender, youth, social cohesion, resilience, and social accountability and operational modalities such as resource transfers.
  • Create, and monitor the use of, tools to ensure integration, cohesion, and alignment with food security and nutrition security and resilience best practices. Train and coach team members in the use of the same.
  • Establish and implement a layering and sequencing strategy to ensure that each activity in the intervention is timed and implemented in a way that builds towards overall desired food and nutrition security and resilience impacts. Manage activities to achieve this layering and sequencing plan. Ensure that external activities and investments in the intervention area are considered, and that appropriate linkages are created.
  • Ensure that all members of the program consortium are contributing technical inputs in a coordinated fashion that leverages the expertise of each organization, and that each consortium member is coordinating closely and effectively with the Government of Ethiopia (at central, regional and local levels).
  • Under the direction of the COP, support coordination of the Refine period’s (year 1) formative research studies, ensuring that these remain on track and that findings are synthesized to inform revisions to the program’s design (including its theory of change), scope, targeting methodology and implementation approach.
  • Working with the Collaborating, Learning and Adapting (CLA) Lead, hold discussions with partners and collaborating agencies to create and implement plans for program coordination at the household, community, kebele and woreda levels.
  • Assist the CoP in overall program quality assurance, and the M&E Lead in the measurement of the program impacts.
  • Lead the documentation and dissemination of information regarding program practices and outcomes.
  • Ensure that team members are provided with learning opportunities that support the technical quality of field interventions.
